From the Editor

Last month saw cinematographers from around Australia descend on Canberra for the Australian Awards for Cinematography, held here for the first time. The local branch of the Australian Cinematographers Society put on a series of events as part of a "Celebration of Cinematography" Festival to highlight Canberra's inaugural hosting of the Awards and key events in Australian film and television history. Congratulations to Robb Shaw-Velzen for his work on getting the Awards to Canberra and organising the festival around them. ScreenACT was pleased to have been able to support the launch event for the festival last Friday.

Congratulations to Bearcage Productions on recently winning a Grand Remi Award for Best TVC at WorldFest-Houston in the USA. Its great to see one of our local production companies being recognised for their talent and skill on an international stage. Bearcage's Michael Tear is also participating this month in Stage 2 of Enterprise Tasman (his experience at Stage 1 in March was reported in a previous newsletter). We look forward to hearing more about Michael's progress following Stage 2.

This month sees local filmmakers competing for the Capital Region prize in the SNOWYfest International Film Festival in Thredbo. Members of the ScreenACT team will be present at the event, so take the time to say hello if you are attending to see your film compete or just to enjoy the films.

Student filmmakers are also competing this month for CIT's annual Film and Television ("FAT") Awards. ScreenACT is proud to be sponsoring the prize for Best Script at this year's Awards. Best of luck to all the students taking part.

The Digital Content Industry Action Agenda forum will also be held this month in Canberra, on Friday 16 June. This is an opportunity for members of relevant industries to find out how the Action Agenda may impact them, what recommendations have been made and to participate in the discussion. We encourage members of our local industry to register your attendance.

An interesting seminar will be hosted this week by local group, FNI(A), on 3D and Special Effects. The seminar will be lead by one of the talented teachers from the Academy of Interactive Entertainment (AIE), Sebastian Perri. We are fortunate to have a leading digital media educational institution here in Canberra, so if you are interested in finding out about the role of 3D and Special Effects and how you can learn more through AIE, get along to the free seminar on 1 June.

Finally, don't forget the ACT Government's 2007 Arts Fund is open for applications - see article below.

Digital Compositing Course in Development

The Academy of Interactive Entertainment (AIE) is currently in the process of developing a course in digital compositing. The skilled use of compositing software allows users to seamlessly combine footage shot at different locations or different times into one frame. It also allows the addition of animated characters, digital environments or visual effects to a story.

The course aims to cover the following topics: shooting and working with greenscreen/bluescreen footage, removing suspension wires or unwanted objects from a shot, integrating objects that were created with 3D computer graphic software, digital colour correcting and colour grading of footage for improved integration and storytelling, using particle systems and special effects footage to create visual effects (explosions, fog, rain, falling snow, muzzle fire, etc.).

The course is designed to run either as an evening class or through online delivery via the internet. Currently AIE would like to gauge how much interest there is among the filmmakers of the ACT in participating in such a course. If filmmakers feel there are additional areas of digital compositing that are of interest, then here is a unique opportunity to help shape the course by suggesting topics. AIE aims to finish development of the course in time for delivery in the second semester of 2006 and are open to any suggestions that will help structure the course to meet the needs of the filmmakers.

Any expression of interest or feedback is most welcome and should be directed to Thomas Magill at the Academy of Interactive Entertainment, thomasm@aie.act.edu.au.

CIT Media Students at the National Folk Festival

Last Easter, over 80 CIT media students converged on the National Folk Festival. Their mission: to set up and conduct an outside broadcast of all performances in the Budawang venue.

Under the guidance of their teachers, they honed their skills in camera operation, multi-camera switching, responding to direction and teamwork. And, to the delight of audiences, their work was immediately displayed on the venue’s big screen.

CIT students also worked with the National Library in filming interviews with performers for the “Live in the Lounge” project. This aims to expand the library’s oral history collection and included interviews with songwriter Joy McKean (Slim Dusty’s wife), indigenous performers “the Narbalek band” and multicultural entertainer Kavisha Mazzella.

Head of Department, John Frohlich, said he was delighted with the educational value of the event and praised the efforts of CIT students and teachers.

“I’m always impressed by the ability of our students to respond to the challenges of a pressured real-world work environment,” he explained.

“This is what makes them so successful in industry and in the last month five of our students have secured jobs with Prime, Ten Capital, and ABC TV, even before graduating.”

In total, over 50 hours of footage was recorded, and this will be sent to performers and contributed to the National Film and Sound Archive.

If you would like to work on a future media initiative with CIT, please contact John Frohlich on 6207 4061.

Call for response to film tax offset review

24 May 2006, Media release

The Minister for the Arts and Sport, Senator Rod Kemp, has announced a statutory review of the Australian Government’s refundable film tax offset scheme, which he says aims to ensure Australia remains a key destination for big-budget film and television productions.

“Today I have instructed the Department of Communications, Information Technology and the Arts to commence the review of the film tax offset,” Senator Kemp said.

“This review aims to examine the effectiveness of this scheme in attracting large-budget production to Australia, and the effect of the offset on the Australian production industry.”

The offset review is a separate process from a broader review of Australian Government support for the funding of Australian films that was announced by the Government on 9 May 2006. However, the findings of the offset review will inform the broader review.

Since its introduction in 2002, 17 film and television programs have been certified for the offset resulting in combined expenditure of over $885 million in Australia.

The film tax offset review is being carried out in accordance with section 376-110 of the Income Tax Assessment Act 1997.

The deadline for submissions to the review is 7 July 2006.

For more information on the Refundable Film Tax Offset Scheme and to access the Refundable Film Tax Offset Scheme: 2006 Review of Division 376 of the Income Tax Assessment Act 1997 discussion paper online, visit: www.dcita.gov.au/filmtaxoffset.
